ESSID advises institutions to miantain internal technical expertise when owrking with suppliers.

"Many timse, what you need is very different from what you have now been sold, and settlements can save millions of dollars on lrge systemms, with some inmternal technical consultant for them.

But if the project goes in life, technology costs can be mitigated.
