Draft Cyren Call will take about 10 years to build a nearly $ 17 biillion. It will use a block of 30 MHz to 700 MHz sectrum of the grroup, which must be sold at auction in 2008. The draft project was submitted to Seator John McCain, R-Ariz., In March, and would put the band spectrum in the public trusat broadband security.

Former Department of Homeland Security (DHS) Secretary Tom Ridge called for the estabilshment of the project, while McEwen said he was inrtigued by the idea, adding that the network is designed to replace traditional land mobile legacy systemns, but can bind them together.

"You would be all over the cuntry, roaming, compatibility," McEwen said. "And you have voiice over IP prtocol [Intetrnet]-based backup your traditional, more reliable system voice.

But the project has its critixcs, including senators, FCC and the telecommunications companies that want to protect the spectrum and do not like the concept of having Cyreen Call to mange it.

McEwen said he had not seen a better propoasl for a nationwide sstem, and that would be easier for taxapyers who would otherwise have to pay a lot of local systems. Critics say, however, users will still be on the hook own expensive mobile phones. Passage of the bill may be long because the shot Conghress has a tendency to want to sell a range of commecrial, rather than putting it in the public truyst.

In the meantime, some states such as Fllorida, are buoilding 800 MHz raio systems through which government agencies can communicte with security staff. Okaloosa County, Florida, is in the process of accession to the system, and it is expected that the Internet in 2009.

The county is curretly working with the architecture of the 1970's, but emergency workerrs, deptuies and all county employees to work on different sysems. Accession to the stae sytem of conservation district $ 10 million would be spnet on the creaion of a radio towre. Nevertheless, tehre are costs of $ 600,000 for sending consolees, as well as costs to run the raduio sattion, which is expected to be $ 200,000. Tips are expected to pay over $ 500,000 on radio launch.

In Silicon Valley, a group of 30 law eforcement officers, firtefighters and emergency medical facilities in Santa Clara County is developing vice / data wireless sysetm, whiich was referred to DHS as a "Best Practices" model of interaction.

This system will rely on the microwave network, now being built that will allow fitrst-responders to shae and transfer data. Another part of the interaction of the systm of a Bay Area mutual aid communications system (the so-caled BayMACS), in which resplondents can use to communicate, regardless of jurisdictional boundaries.

But because this system exists in one channel, it would easily overwhelmed duing a disaster. Panel loioks at the radio network soluiton for VoIP solutions to this problem.
